TSL 2011 Rules and Regulations 1. All games are played under Fifa rules. 2. Each league game will be two 45 minutes periods. The halftime break will be fifteen minutes. The referee has the discretion to add on extra time for injuries, substitutions and time wasting. 3. One referee (with timepiece, cards and a whistle) and two linesmen will be provided by the home team for each game. 4. Each team will have unlimited substitutions for the entire match. 5. Three points for a win. One point for a tie. Zero points for a loss. There is no extra time or penalty shoot-outs. If two are tied at the end of the season then goal difference shall determine the winner. If still tied then goals for will be the next tiebreaker followed by head to head match-ups. 6. If a player receives a red card he will miss the next scheduled game. If it's for violent conduct then the TSL coordinator will be notified and a two or three game ban may be handed down. If a player accumulates 5 yellow cards then said player is suspended for one game. 7. If a player receives 3 red cards during the season, that player will be suspended for the rest of the season. 8. If a team fails to show up to a scheduled and confirmed game then they will forfeit the game. A 2-0 victory will be given to the other team, and 3 points for a win. 9. If a team is not ready to play at the scheduled kick-off time then a grace period of 30 minutes will be given. After that a forfeit will be handed to the offending team. This grace period may be extended up to 90 minutes if both teams agree. 10. If any team accumulates three forfeits during the season they will be expelled from the league. They may also incur a further one year ban from playing in the TSL in its following season. That one year ban will be in the form of a vote from all of the other teams participating in the league plus one vote from the TSL coordinator. With a simple majority the ban would then be enacted. In the event of a tie, another round of talks between teams and a revote. If still tied, the TSL coordinator will decide finally on the issue. Reasonable deadlines will be set by the TSL coordinator. 11. Each team must send the TSL Coordinator a match report after each TSL league game. This report must be sent no later than three days after the game has been played. The match report will be in the form of an email that explains all of the relevant game info. All emails to be be returned to the TSL coordinator. Game info should include but limited to date, time and location of game. Score and scorers. Yellow and red card offenders. 12. If a team has confirmed a scheduled game and then wants to change the date, they must give the opposing team at least three days notice. However, one week's notice is the general standard as it gives teams adequate time to adjust their respective schedules. 13. Each team must send in a player roster for the TSL 2011 season. It must list all the players with their first and last names and their nationality. If new players come in during the season they can be added to the roster. You must send in roster additions before the next scheduled game in which they wish to play. Failure to do so will result in that player being suspended for three games due to player ineligibility. No new players will be allowed to register for only the last game of the season. 14. A player may play one game for another team. Once he goes to another team then he is registered to that team for the remainder of the season. A player can only change teams if he has played only one game for the team he is moving from. Please note, no roster changes will be allowed before the last game of the season is to be played. This means teams can't register any more players after their second last game has been played. 15. All costs incurred for hosting a game are the sole responsibility of the home team. However, this does not not mean the opposing doesn't have to pay anything. Rather, it's the responsibility of the home team to sort out those details with the away team prior to kick-off. The TSL would prefer that both teams cover the cost of the officiating. This would help to ease any alleged bias based on which team is paying the ref. Although their is no penalty for not doing so the league would ask that all teams try and do this in the upcoming season. 16. By entering into the league you agree to compete and adhere within all the rules and regulations stated in this document. In the event of any unforeseen or extra-ordinary circumstances all team reps will be contacted and consensus reached before the TSL coordinator takes appropriate action, if any. There is also a $1,000nt fee payable to the TSL Coordinator for league expenses. Failure to pay by the end of the season will result in a 3 point deduction from that team's league points total. 17. New rules and regulations may be added during the season. Any new rules and regulations that are approved will not be implemented until all teams have been notified. The TSL coordinator strives to maintain and enhance the credibility of the TSL league. For that reason alone new rules and regulations are essential in negating any negative impact on the league.
